The College

A Prelude

Invigorated and inspired by the ideals of the great social reformer of the nineteenth century, Maharishi Swami Dayanand Saraswati, the college was established in July 1961 in Dehradun, one of the greenest cities in India, by Dayanand Shiksha Sansthan, Kanpur then named D.A.V College Trust and Management Society. The College memorizes an eminent educationist, a legal luminary, a philanthropist, and a legendary of Arya Samaj Late (Dr.) Brijendra Swarup, M.A., LL.B., LL.D. after whom the college was named Dayanand Brijendra Swarup (Post-Graduate) College, Dehradun abbreviated and popularly known as D.B.S. (P.G.) College, Dehradun.

It was founded and brought up under the guidance and blessings of Dr. (Late) Virendra Swarup, the Chairman of U.P. Legislative Council. After Dr. Virendra Swarup, his eldest son Shri Jagendra Swarup took charge of the trust and college. Shri Jagendra Swarup was a man of great personality and served the college as Secretary and Chairman for almost four decades till he breathed his last on 30 July 2014. Since then, Shri Manvendra Swarup Advocate has been looking after the college as Secretary, Board of Management.

The College is situated in the heart of the picturesque city of Dehradun and has easy accessibility to other parts of the city, Mussoorie, Haridwar, Rishikesh and other parts of Uttarakhand and other neighbouring states. The campus grew in a part of the Rispana river bed, a perennial river flowing down from the Mussoorie hills of the Himalayan Ranges. However with time settlements developed around the college. One can watch the towering Mussoorie Hills of the north and relatively dwarf hill of Shiwalik in the south from the campus.

The Odyssey of this center of higher learning

With a humble beginning in 1961,the college now is a leading center of higher education in Uttarakhand.The history of its establishment is a testimony of doing something incredible for the educational upliftment of the society which is evident from the initial letters written to Arga University, Arga by the Management. Dr. Virendra Swarup President of DAV College Trust and Management Society when they had applied for affiliation of the college on 7th July 1960 and in pursuant he wrote another letter on November 16, 1960.

This all had been possible with the untiring efforts of (Late) Dr. Virendra Swarup, MLC, Advocate and Chairman, Legislative council U.P and president, D.A.V College Trust and Management Society, Kanpur (UP) and the founder Principal Dr. Mata Baksh Srivastava who were the chief architect in founding, raising and manning this highly growing college of distinction.

The college finally started in July 1961 with a couple of rooms and only 93 students spread over the departments of Geology, Chemistry, Mathematics, Geography, Military studies and Economics after proper affiliation with Agra University up to degree level. In 1962, Physics was added as an additional subject in B.Sc., and 1965 departments of Geology and Geography were upgraded to Post-graduate levels. The same year the college was transferred to Meerut University. Economics was upgraded to PG level and affiliation was also granted for under undergraduate classes in Hindi, English, Sociology, Zoology, and Botany in 1966. Keeping in view the outstanding performance of the college, Meerut University also granted affiliation in Post Graduate classes (MSc) of Physics, M.A./M.Sc.

(Mathematics) and M.Sc. (Chemistry) in 1969. The Humble beginning with only a few students witnessed a huge leap in a span of 12 years with significant infrastructural development and student strength. During this short period, the college niched in the area of higher education in Northern India owing to its excellent university results and merit positions. Dr. Mata Bakh Srivastava’s zeal and vision were exemplary in taking the college to such heights.

After the retirement of Dr. M.B. Srivastava on 30 June 1973,Dr. T. Singh took over the charge as Principal. The same year , the affiliation of the college was shifted to the newly formed Garhwal University (Srinagar, Garhwal) from Meerut University. Dr. T. Singh was a renowned zoologist and focused a lot on research work during his tenure. During his term , several eminent educationists and scientists visited the college and it will not be out of place to mention the impressions of some of them about this college. Dr. Alekseev and Dr.Tseitlin from Academy of Science USSR remarked- “We had an opportunity to get an acquaintance with the departments, laboratories and library of the DBS College we must out line that the noble activity of the Staff and the Principal of the college should be highly appreciated. The staff is experienced and energetic. The up-to-date equipment are widely useful for the training of students” . Shri B.D Bhatt the then first Vice-Chancellor, Garhwal University said -“With its neatness and orderliness and its imposing building the campus makes a happy visual impression. As far as I was able to gather the college Laboratories are very well equipped and well looked after. The members of the staff are alert and enthusiastic”. Dr T Singh retired in the year 1977.

Dr. Ram Mohan Singh joined D.B.S. (P.G.) College as principal in 1977 and headed the prestigious institution for more than a decade. Besides studies, he had given a new thrust in the field of sports to the college. In 1979, North Zone Inter-varsity football tournament and in 1984 North Zone Inter-varsity BasketballTournament were hosted by our College. After the retirement of Dr. Ram Mohan Singh a very senior and devoted teacher of college, Dr. B.B. Raizada took over the charge from Dr. Ram Mohan Singh in October 1987. During his term, Dr. Raizada emphasized on excellence in teaching and quality education. At the same time, the students were encouraged to actively participate in socio-cultural activities, NCC, CDI, Rovers and Rangers, Red Cross Society etc.

When Dr R.K. Pandey took the baton as principal in 1995, the other era of sustained progress started. The session 2001-2002 witnessed the upgradation, by having Self-Finance PG classes in M.A. English and M.Sc. Botany. M.Sc. Geology opened two new specializations namely: Remote Sensing and Environmental Geology. Department of Science and Technology (DST) had identified the Department of Geology and Physics of the college and sanctioned a grant under DST FIST scheme.

After R.K. Pandey, Dr. O.P. Kulshrestha took charge of the college as Principal in permanent post on 18th Dec. 2009. Dynamic, energetic, and visionary with an excellent managerial and leadership skill, Dr Kulshrestha’s priority rested on developing a worn-down infrastructural facility and the creation of a conducive academic atmosphere on the campus. The College got a well-equipped Multifunctional Language Lab to boost Communication Skills, Personality Development and Phonetic training. An Earth Science Lab for the student of Geography and Geology and a Modern Bio Sciences Lab for the student of life Sciences was also established. A fully furnished Sabhagar(Auditorium) named as Swarn Jayanti Sabhgaar with a seating capacity of about 200 students and 05 new classrooms were added. All classrooms and laboratories are connected with Public Address System and internet connectivity was provided to all the departments and offices.

Besides these Sri Dev Suman Uttarakhand University accorded affiliation to three professional courses namely—M.Sc. Biotechnology, M.Sc. Microbiology and B.Lib. &I.Sc. under self-finance mode in 2012 during his tenure. Various cells were developed and CBCS was introduced within his term as Principal.

Besides teaching, the teachers and scholars of the college are always actively engaged to pursue research work. The National seminars and workshops sponsored by UGC, CSIR, UCOST, ICMR, BOITAC etc. are frequently organized by different departments. A grand and dignified convocation was organized on 4th November 2011 on the eve of Golden Jubliee year of the college. A great achievement for the college occurred when the University Grants Commission bestowed honour upon the college by declaring it as, “A College with Potential for Excellence (CPE)” with a heartwarming grant of Rs. One Crore.

After the retirement of Dr. O.P. Kulshrestha, Dr A.K Biyani, a senior faculty, a renowned geologist took charge as officiating Principal. Though he served for a very short period as Principal but his vision and commitment to the college helped the college to prepare for another cycle of NAAC. After Dr. Biyani, Dr. V. C. Pandey took charge as the officiating Principal of the college in March 2019. Dr. V. C. Pandey is a very senior faculty, a renowned geographer, and a person with clear vision for the college. During his tenure, the college received a grant of 2 crore from RUSA for infrastructural development. New Administrative block and classrooms were added, smart classes introduced, Egranthalaya was established, a number of academic collaborations took place in his term. The college also got a very dynamic Vice Principal Prof. Anil Kumar Pal. Under their visionary leadership the college achieved to get academic partnerships with organizations like the Indian Institute Of Petroleum (IIP), National Institute Of Electronics and Information Technology(NIELIT), Uttarakhand Open University etc. The Campus became a green campus under his initiative and vision. The New National Education Policy was adopted as per the directives of the affiliating University w.e.f academic session 2022-23. Under his able leadership, all the challenges of NEP are being faced very smoothly. The Cordial atmosphere among faculty members and the students with zero cases of ragging gives the college a unique status.

Learning is an extraordinary voyage that never ends throughout our lives and therefore this institution of higher learning stands strong after more than six decades to witness the glorious journey in coming years.
